Job/Position DescriptionUnder the limited leadership of the Program Specialist VI (team lead), performs complex consultative services and technical assistance work with considerable latitude for the use of initiative and independent judgment in the Vaccine Operations Group. Work involves planning, developing, and implementing activities for the Texas Vaccines for Children Program (TVFC) and the Adult Safety Net (ASN) Program such as policies and procedures, programmatic management of the quality assurance contract with Local Health Departments, assists in the development of TVFC/ASN Provider and Operations Manuals. Additional responsibilities include planning and coordinating the release of official Immunization Unit memos regarding the TVFC and ASN Programs and providing technical assistance to program staff regarding program materials from the Vaccine Policy team. In addition, this position assists with annual re-enrollment for the TVFC and ASN Programs and assists in the review and interpretation of federal and state policies to determine options and impacts to the programs. Essential Job Functions(35%) Assists in the identification of needed areas of change, makes recommendations to team lead to improve operations, and assists in the development of plans for implementation. Assists in the development of guidelines, policies, procedures, rules, and regulations and helps to implement them to ensure compliance with the federal grant and State Auditor Office requirements. Assists in the development of schedules, priorities, and standards for achieving goals and activities for the TVFC/ASN Program. Assists in the development of policies and procedures for evaluating the effectiveness of the TVFC Program. Assist team lead in reviewing program documents to ensure information is consistent across all items. (25%) Extracts immunization data on vaccines administered to Underinsured clients using SQL and updates spreadsheets. Performs quality assurance (QA) activities to improve the program regarding the extraction of data from TWICES, the EMR system used by public health clinics and some local health departments. Works with program staff to identify and resolve technical and procedural problems. (10%) Assist the team lead during re-enrollment to ensure surveys are completed appropriately and assist in maintaining re-enrollment documentation. Assist team lead in monitoring re-enrollment information and provide technical assistance to customers. (10%) Participates in training and education. Responds to customer inquiries in writing and via the telephone. Explains complex policies and procedures to customers. May serve as the Medicaid liaison.(10%) Responds to special requests and assignments from Immunization Unit management. Manages responses to requests by legislators and other public officials. (5%) Contributes to the development of program questionnaires using SurveyGizmo. Analyzes a high volume of submitted data and compiles reports for team lead or manager. Communicates with customers both verbally and in writing. Compiles written reports using Excel and Word. Seeks to resolve program issues independently. (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agencyand#146;s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.
