THIS POSITION WILL BE FILLED AS A JOB APPOINTMENT

This position may be filled as:

  • TEMPORARY JOB APPOINTMENT: This position may be filled by temporary job appointment. If filled as a temporary job appointment, should a permanent position become available, the employee may be converted to a probational appointment.
  • PROBATIONAL APPOINTMENT: Current permanent status classified State employees may be required to accept a probational appointment, if selected.
  • PROMOTION: Open to all Statewide classified and Agency-wide permanent status employees. The selected employee may be required to serve a trial detail prior to being permanently promoted.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus two years of professional level experience in procurement or contract/grant management.

SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE:
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

FUNCTION OF WORK:
To procure goods and/or services that are outside of the scope of the Office of State Procurement.
LEVEL OF WORK:
Advanced.

SUPERVISION RECEIVED:
Direct from a Procurement Supervisor or Procurement Manager. Other reporting relationships may be approved by State Civil Service.
SUPERVISION EXERCISED:
May provide guidance to lower-level procurement professionals and/or other agency personnel relative to the procurement process.
LOCATION OF WORK:
May be used by all state agencies with procurement functions that are outside of the scope of the Office of State Procurement.
JOB DISTINCTIONS:
Differs from Procurement Analyst 2 by the presence of advanced-level procurement duties.

Differs from Procurement Specialist by the absence of responsibility for serving as a technical specialist for highly complex procurement activities.

Applies the Procurement Code in order to perform the full range of professional procurement activities for a state agency. Determines appropriate method of procurement in accordance with state laws and regulations.

Procures through proper specification development, solicitation, evaluation of bids, vendor selection, and award to the lowest responsible and responsive vendor whose bid meets the requirements and criteria set forth in the solicitation.

Corresponds with vendor and agency staff, verbally or written, on contract terms, deliveries, quality, and order changes. Resolves discrepancies as needed.

Provides guidance to agency personnel on the procurement code, as well as applicable policies and procedures relative to appropriate method of procurement for the goods and/or services to be purchased.

Schedules and conducts pre-bid conferences as required.

Consolidates purchases of common items to obtain maximum economic benefit for the entire agency.

Collects and analyzes statistical data and related information; may recommend solutions to resolve procurement challenges.

Follows up on delivery, receipt and quality of materials.

Maintains records of procurement transactions and qualified vendors
