Job Description:
The DHS JDP is a human capital program initiative which is managed by OCHCO at DHS headquarters. The DHS JDP’s purpose is two-fold: to encourage and to facilitate assignments of DHS personnel to other DHS components as well as outside agencies. The purpose of JDAs is to gain multi-component, multi-faceted experience focused on cross-cutting DHS and Federal-wide operations to enhance performance of the individual, the organizations, and the Department. JDAs are for a period not to exceed 1 year and do not qualify for Joint Duty credit.
Job Responsibilities:
- Reviews strategies, concepts of operations, and operational plans, providing recommendations and findings for inserting and adjusting criminal intelligence initiatives, efforts, capabilities, and outcomes.
- Provides training, feedback, and instruction on work products, developing and promoting improvements in the form of best practices, new methodologies and enhanced structured analytical techniques.
- Briefs case updates and key analytical findings to operational planners and senior level management to inform decision making and help drive criminal investigations and criminal investigative priorities.
- Ensures intelligence planning includes processes and procedures for obtaining and identifying intelligence needs/gaps on exploitation and analysis of intelligence for law enforcement operations.
- Supervises the production and dissemination of timely, comprehensive, and accurate criminal analysis, using the framework for criminal analysis tradecraft standards to meet the needs of the program.
Monitors, reviews, and evaluates incoming all-source criminal intelligence, implementing measures or strategies for gathering criminal intelligence information, material, and other data. - Plans, assigns, directs, and oversees criminal analysis in support of one or more geographical and functional areas, liaising with various internal and external stakeholders on coordinated intelligence efforts.
- Supports criminal intelligence collection and reporting within HSI/ICE to ensure requirements are met to greatest extent possible, enforcing proper information handling and retention in appropriate repositories.
Job Requirements:

- Must have achieved a minimum of “meet expectations/proficiency” on latest performance appraisal/evaluation
- Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
- Must NOT have any pending/outstanding disciplinary actions

Qualification & Experience:
- Must have solid working experience or expertise analyzing criminal networks or supporting complex criminal investigations and have a comprehensive understanding of intelligence analysis and targeting.
- Must have the ability to work in a high-functioning and fast-paced environment both independently and in team(s), while applying analytical techniques and critical thinking skills to support group efforts.
- Must have excellent oral and written communication skills and willingness to learn and navigate system applications to collect information and support lead development for law enforcement operations.
- Must have three year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level that equips with the skills needed to successfully perform the duties of the position.
