Job Description:

The incumbent serves as a Program Manager located within U.S. Customs and Border Protection (CBP), Operations Support (OS), CBP Watch. This position serves as a specialist and provides technical support to Emergency Management professionals on continuity programs requiring application of a wide range of qualitative and quantitative methods to assess complex management and program processes and systems.

Job Responsibilities:

  • Designing and implementing a Component-wide Correct Action Program.
  • Development of policies and procedures that outline requirements for the management and implementation of National TTE programs and initiatives.
  • Assisting in the planning and delivery of training and exercises to ensure that continuity of operations objectives are met.
  • Assisting in the development and delivery of continuity of operations training and workshops.
  • Assisting in the development of a five-year TTE Plan.
  • Developing and implementing test, training, and exercise (TTE) activities to assess and validate Emergency Management plans, policies, procedures, and systems.

Job Requirements:

  • Required to hold and retain a Secret clearance.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must complete DHS 250-2 Application Form.? Supervisory signature is required.? Please see “Required Documents” section for form.
  • Must have supervisory approval to apply to the Joint Duty Assignment.
  • Must be a current Department of Homeland Security employee
  • Must have achieved a minimum of “meet expectations/proficiency” on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.

Qualification & Experience:

  • Experience with designing and implementing Tests, Training, and Exercises using the HSEEP process is preferred.
  • Knowledge and mastery of analytical tools, information systems, and methodologies with expert ability to provide authoritative advice to management throughout the department on incident and situation management notification.
  • Ability to plan, organize, and direct team and system stakeholder efforts across organizational lines, including the ability to monitor progress on requirements development to ensure that realistic objectives and milestones are established, to clearly assign responsibilities, and to get mission requirements accomplished in a timely manner.
