Job Description:
Under the direction of the Ecology Team Environmental Program Manager, the successful incumbent will be integrated into the existing team and work with Commission staff to address a variety of ecological issues raised in the Commission’s policy, planning and regulatory work. A portion of the incumbent’s work will focus on major transportation projects throughout the coastal zone, including coordination with the Commission’s Transportation Program Team. The incumbent will be expected to: independently review and analyze a variety of biological reports including EIRs and EISs; conduct research and investigations often involving complex environmental conditions/ circumstances; identify problems including potential adverse impacts and ways to avoid and minimize these; factor in climate change dynamics relative to environmental considerations; coordinate with other federal, state, and local agencies; and, make recommendations for compliance with the natural resource policies of the Coastal Act and relevant certified plans. An important responsibility will be engaging in early collaboration with Commission staff and project proponents to develop appropriate habitat mitigation proposals.
Job Responsibilities:
- Plan, lead, organize, and direct the staff and work of the LFEB in order to develop and maintain highly skilled professional staff to meet the Department’s mission through: assigning and distributing work, monitoring and evaluating performance of senior engineering staff, interviewing and hiring qualified employees, and providing leadership and motivation to all program staff. Analyzes administrative policies, organization, procedures, and practices. Reviews and evaluates program achievements; makes operational decisions on budget and personnel matters, collective bargaining issues, administrative matters and facility management. Establish and monitor organizational budget for the LFEB.
- Provide technical direction and guidance in the civil engineering discipline to the senior engineering staff throughout the design phases of department projects to ensure adequacy of design relative to code requirements and cost effectiveness. Provide written and verbal instruction and guidance to the senior engineering staff in the preparation of design/construction schedules and budgetary documentation. Oversees, preforms, and supervises investigative engineering studies and preparation of plans and specifications for a wide variety of statewide Public Works engineering/construction projects including Minor Capital Outlay and Special Repairs for the department’s wildlife areas, hatcheries, ecological reserves and other department-owned facilities.
- Prepares special correspondence and reports on program activities and staffing. Consults and meets with the WFD Deputy Director, and other key personnel to brief them on programs of the unit.
- Monitors progress of work and expenditures by engineering staff for respective program work. For programs under management of this position, also monitors progress and expenditures of respective participants, and takes actions to correct adverse deviations.
Job Requirements:

Education: Possession of a bachelor’s or advanced degree with a major in a biological, chemical, physical, or environmental science, soil science, water science, hydrology, agronomy, natural resource science, environmental or public health, physical geography, or a closely related scientific discipline. (Admission to a masters or doctoral degree program in a biological, chemical, physical, or environmental science, soil science, water science, hydrology, agronomy, natural resource science, environmental or public health, physical geography, or a closely related scientific discipline shall be considered to meet these education qualifications.)
